In 2011, flooding from Tropical Storm Lee caused significant damage to the Owego-Apalachin School District. Consequently, FEMA announced the approval of $23 million in funding to relocate its schools to a less flood-prone area and construct the administrative, maintenance, and storage buildings that were badly damaged. One of the final steps was to reconstruct the roadway through the school's campus, which was originally budgeted to cost $800,000. By utilizing the Full Depth Reclamation (FDR) process, Ruston Paving's Syracuse division was awarded the job and saved the district $300,000.
We were able to coordinate and present an on-site FDR seminar with the reclamation work, which was attended by school officials, local companies and municipalities. WICZ, the local FOX affiliate, even came out to do a TV news story about the project.
